is the devolution of authority for the execution of new road construction
and road maintenance work to geographically based Circles and
Divisions which are located throughout the State. There are 7
geographically-based Circles in the Roads Wing, between them controlling
NH Wing also adopts a decentralized model for its operations.
There is one Circle responsible for design and planning and three
regional circles, controlling 12 Divisions. These arrangements
were shown in Figure.
