The OSAM Board is a statutory Board constituted under the Odisha Agricultural Produce Markets Act, 1956 for exercising superintendence and control over the working of the Regulated Market Committees constituted under the Act with the intention of regulating the sale and purchase of agricultural produce in the State.
The Odisha State Agricultural Marketing (OSAM) Board which is the regulatory body for the agricultural marketing structure in the State, was established in the year 1984 under the amended provisions of the Odisha Agricultural Produce Markets Act, 1956. The Minister in charge of Cooperation is the ex-officio Chairman of the Board which has been assigned the status of a body corporate.
The Board is responsible for superintendence and control over the working and other affairs of the Market Committees including programmes undertaken by these Committees for development of the markets and market areas and gives necessary directions to the market Committees for ensuring their efficiency.
Odisha State Agricultural Marketing Board (OSAM) was established in the year 1984 under the amended provisions of the Odisha Agricultural Produce Markets Act, 1956. This is the apex body for the agricultural marketing structure for the state of Odisha, governed by the Directorate of Agricultural Market. The objective of this body is to regulate the market of agricultural produce to ensure payment of fair price to the agriculturist.
This document is an attempt to show case our understanding of the existing process at the OSAM Board and its related entities and let the reader of this document knows how problematic it is to manually handle the processes and how ICT will bring the desired change to the process.
OSAM Board deals with the market regulation of the agricultural produce of the state of Odisha. It has 65 Regulated Market Committees covering 56 revenue sub-divisions. The main objective of these RMCs is to ensure payment of fair price to the agriculturist.
The various activities that are performed by OSAM board are as follows–
- Budget -OSAM board approve budget of all the 65 RMCs
- Plan and Estimate -OSAM Board approves plan and estimate of development works prepared by RMCs beyond Rs 5,000.00
- Staff Approval- RMCs hiring superior personnel is approved by OSAM Board
- Audit -OSAM Board conduct audits of the RMCs at the end of every Marketing Year which spans from 1st of September to 31st of August.
